Windsor rules to know before you rent

We don't have Windsor reviews to show yet, so here are the City's own rules, and where to check them.

  • Up to three homes on a lot, with a permitA single detached, semi or street townhouse lot can hold three units: three in the house, or two plus one in an accessory building. Each added unit needs one parking space except in exempt core areas, and units created before November 20, 2018 aren't grandfathered: they need a permit too.Source: City of Windsor, additional dwelling units, checked October 18, 2026
  • No citywide rental licenceIn July 2026 the City decided against citywide rental licensing. A licensing pilot in Wards 1 and 2 had been paused in spring 2025, and the City is relying on two by-law officers and a tenant education campaign instead.Source: Windsor News Today, Windsor not moving forward with city-wide rental licensing (July 14, 2026), checked October 18, 2026
  • Short-term rentals: principal residence onlyUnder By-law 115-2022, amended in March 2026, a short-term rental (29 days or less) needs a licence and must be the principal residence of at least one applicant: $336 to apply and $254 to renew.Source: City of Windsor, Short Term Rental Licensing By-law 115-2022, checked October 18, 2026

Renting in Windsor: what we see

Windsor is a border city of older houses, auto and battery plants, a university and a college, and its asking rents have dropped more than most of Ontario's this year.

Near the University and St. Clair College

Houses and units in the west end near the University of Windsor, and around St. Clair College's main campus in the south. Leases usually start in May, September or January.

Walkerville, Riverside and the east end

Older houses and duplexes in walkable neighbourhoods near downtown and the riverfront, and family houses near the Stellantis assembly plant and the NextStar Energy battery plant.

South Windsor and Devonshire

Family houses with basement units on quiet streets near E.C. Row and Highway 401, rented to families and commuters. With asking rents falling, pricing carefully matters more than it did a year ago.

Windsor questions

Do I need a rental licence in Windsor?

Not for a long-term rental: the City decided against citywide licensing in July 2026. Short-term rentals still need a licence, and only in a principal residence.

My basement unit was built before 2018. Is it legal?

Windsor doesn't grandfather units created before November 20, 2018: they need a building permit too.

What should a one-bedroom in Windsor rent for?

It depends on the unit. One-bedroom asking rents averaged $1,467 in September 2026, down 12.6% from a year earlier. We price against comparable listings near you.
